At that time the monks were anxious about all sorts of matters, thinking, “What has the Buddha allowed and what hasn’t he allowed?” They told the Buddha.
“If I haven’t specifically prohibited something, then it’s unallowable to you if it’s similar to what’s unallowable and opposed to what’s allowable. If I haven’t specifically prohibited something, then it’s allowable to you if it’s similar to what’s allowable and opposed to what’s unallowable. If I haven’t specifically allowed something, then it’s unallowable to you if it’s similar to what’s unallowable and opposed to what’s allowable. If I haven’t specifically allowed something, then it’s allowable to you if it’s similar to what’s allowable and opposed to what’s unallowable.”
… ก็โดยสมัยนั้น ภิกษุทั้งหลายเกิดความยำเกรงในข้อบัญญัติบบางอย่างว่าสิ่งใดหนอ สิ่งใดหนอพระผู้มีพระภาคทรงอนุญาตไว้ สิ่งใดหนอไม่ทรงอนุญาตไว้ จึงทูลเรื่องนี้แด่พระผู้มีพระภาค พระผู้มีพระภาคว่า
๑) ภิกษุทั้งหลาย สิ่งใดที่เราไม่ได้ห้ามไว้ว่า สิ่งนี้ไม่ควร หากสิ่งนั้นเข้ากับสิ่งที่ไม่ควร และขัดกับสิ่งที่ควร สิ่งนั้นไม่ควรแก่เธอทั้งหลาย
๒) ภิกษุทั้งหลาย สิ่งใดที่เราไม่ได้ห้ามไว้ว่า สิ่งนี้ไม่ควร หากสิ่งนั้นเข้ากับสิ่งที่ควร ขัดกับสิ่งที่ไม่ควร สิ่งนั้นควรแก่เธอทั้งหลาย
๓) ภิกษุทั้งหลาย สิ่งใดที่เราไม่ได้อนุญาตไว้ว่า สิ่งนี้ควร หากสิ่งนั้นเข้ากับสิ่งที่ไม่ควร ขัดกับสิ่งที่ควร สิ่งนั้นไม่ควรแก่เธอทั้งหลาย
๔) ภิกษุทั้งหลาย สิ่งใดที่เราไม่ได้อนุญาตไว้ว่า สิ่งนี้ควร หากสิ่งนั้นเข้ากับสิ่งที่ควร ขัดกับสิ่งที่ไม่ควร สิ่งนั้นควรแก่เธอทั้งหลาย.
